Marín was elected to the Spanish Congress of Deputies in 1977. In 1982 he became the State Secretary for Relations with the the European Communities. When Spain was admitted to the European Community, Marín was nominated as Spain’s first member of the European Commission. He served as a Vice-President in the Delors Commission and the Santer Commission. After the Santer Commision resigned over charges of corruption, Marín took over as interim President.
