Borell is an engineer and former Spanish Treasury Minister, Minister for Public Works, Transport, Environment, Housing and Telecommunications. He was the leader of the Spanish Socialist Party from 1998-1999 and also held several positions representing Spain in the EU. In January 2010, he became the president of the European Union Institute.
