Born in Graz, Styria, Fischer earned a doctorate in law in 1961 from the University of Vienna. He first became a member of the Austrian Parliament in 1971 and served as presiding officer from 1990-2002. From 1983-1987, he was Minister of Science. Fischer was elected President in 2004.
