The Declaration on the Future of the European Union, or Laeken Declaration (Dec. 2001), committed the Union to become more democratic, transparent and effective. It convened a Convention to consider the future development of the Union. The Convention concluded its work in July 2003 after reaching agreement on the proposed Constitutional Treaty.
