European External Action Service (EEAS)
The EEAS was created by the Lisbon Treaty and is not yet operational. It will serve as Europe’s diplomatic service and will combine the foreign services of the the Commission and Council. It will also handle the EU’s foreign development and assistance programmes. The EEAS falls under the High Representative of the Union for Foreign Affairs and Security Policy, Commissioner Catherine Ashton.
