Common action was a legal instrument used between 1993 and 1999. It coordinated action by the Member States on behalf of the Union or within the EU framework in cases where, owing to the scale or effects of the proposed action, the Union’s objectives could be attained more effectively by common action than by the Member States acting individually.  It was abolished by the Treaty of Amsterdam and replaced by “decisions” and “framework decisions”.
